In ”The Roots of Jihad” Dr Tawfik Hamid stated that Islamic Terrorism has the support of the majority of Muslims. And that the whole idea of a war on terror is a war on a tactic, not on an opponent. Terror is not something that was invented by Osama bin Laden on September 11, 2001. "As a Muslim, I am willing to speak out against the hate filled Islamic Fundamentalism that prevails in the world today," Hamid  writes.

If officials in the US and Europe, were able and willing to identify the enemy properly, then  foreign policy could be adjusted accordingly. However one cannot defeat an enemy that one is unwilling to name and unwilling to come to grips with what exactly they are trying to do and how they are trying to do it. focused so much on the means by which they are pursuing the struggle—that is, terror—that they have lost sight of the global movement that wants to institute Shari’ a law, Islamic law, all over the world. Even Ibrahim Hooper, the spokesman for the Council on American/Islamic Relations, is on record saying that he would like to see the United States become an Islamic state sometime in the future, which is exactly the same goal as Osama bin Laden. Redefining the enemy as rooted in certain Islamic ideas (Tawfik Hamid  booktitle “Roots” of Jihad suggests), an ideology masking itself as a religion, instead of terrorism, is therefore a necessary first step.

In fact the same Islamic groups who know how to generalize when it comes to the alleged ‘West’, as seen this last week during the ‘cartoon war’, can’t generalize when it comes to Islamic terrorism. Because when it comes to Islamic terrorism, they’re the first ones to claim, “Oh, it’s just a small minority.” Or “it’s just an aberration.” Or “there’s no support in the community.” Or “This is just an anecdotal piece of evidence.” But in fact, Islamic terrorism is far more representative of the jihadist mentality prevalent among Islamic organizations than any type of construction of an argument that somehow torture is part of U.S. policy.

Capturing or even killing AQC leaders thus certainly is more of an intelligence problem than a purely military one. Furthermore, neutralizing the top leaders would not end the threat posed by al-Qaeda's network, but over time it would, hinder their ability to coordinate operations, restrict their financing. Even if Osama bin Laden is captured or killed tomorrow, Muslim extremists will continue to attack for decades to come. As we will see next, they seeks not only to kill British and Americans,  current jihadist ideology is to unify the entire Muslim world in one state including a  part of Europe, while  subduing the US. Although al-Qaeda is believed to operate in over 60 countries around the world, there are four crucial fronts: Pakistan/Afghanistan, Saudi Arabia, Iraq, and Europe. Pakistan  because it is one of the largest, most powerful Muslim countries and already possesses nuclear weapons. And although Pakistan has started to crack down to some degree on al-Qaeda, never on the Taliban or on Pakistani Islamic extremist movements. The Saudis because they are providing leadership, financing, and ideological indoctrination to al-Qaeda members. And if al-Qaeda reaches its goal of gaining control of Saudi oil wealth, or the two holy places (Mecca and Medina), it would be in a much better position to boost its jihad.

Iraq is a critical front in the war against al-Qaeda today, because it has been used as a convenient rallying point, and thus a potentially fertile recruiting ground for al-Qaeda. As for Europe, while the United States considers itself to be at war, Europeans continue to view the threat as a law enforcement problem. In fact today, some of al-Qaeda's most dangerous members are believed to be European Muslims, who tend to be better educated, more capable, more mobile, and better able to blend into Western societies than those who grew up in the Middle East or South Asia. The lust for "martyrdom" that permeates the middle and lower levels of al-Qaeda make them difficult to deter.

Thus it should be  easier to discourage potential recruits from joining al-Qaeda than to stop them from attacking once they have been indoctrinated and prepared for what they are persuaded is religious martyrdom. And the sooner the war in Iraq is turned over to the Iraqi government, the better for the broader war against Muslim jihad.

Tawfik Hamid’s interpretation is that Muslims (mis)took a verse like the following, and applied it to all Infidels (unbelievers), instead of making it specific to those who declared war on them. {9:5} But when the forbidden months are past, then kill and slay the Infidels wherever ye find them. As we will see however giving consistent past behavior, we will follow a different line of argument. In fact most commentators today are not able to recognize the larger jihadist culture that doesn’t carry out attacks but rather pretends to operate under the laws of Europe or/and the United States, or contends that they are actual victims of human rights abuses, when in fact they’ve inverted the moral equation.

So there is a problem in terms of recognizing the soft jihad or cultural jihadism, that is very  rampant like one could see n the case Muslim demonstrations during the anti-Danish cartoon war. And thus the only Islamic moderates are those who renounce jihad, and who are not afraid like for example Tawfik Hamid, to admit the fact that Islamic extremism is rampant within the institutionalized hierarchy of the Islamic organizations in Europe the United States, and other non-Muslim countries.
